Consulting with Purpose
PETER BRUINVELS ASSOCIATES ('PBA') was established by Canon Peter Bruinvels CC in 1986 specialising in Civilian-Military Liaison and Community Engagement working closely with the MoD and Local Government clients; providing capability, adaptability and scalability. Working with the Military and the Armed Forces can be challenging; PBA are here to brief and train clients all about the Armed Forces Covenant and especially the implications of the Armed Forces Act 2021 on public bodies including Local Authorities, Education and Housing providers and the NHS. PBA is owned and run by Canon Peter Bruinvels CC. A former MP and now Church Commissioner - Canon Peter set up Peter Bruinvels Associates in 1986. Canon Peter Bruinvels CC is Civilian-Military Adviser and Covenant Lead to both Surrey CC and Kent CC and an MoD Accredited Trainer on the Armed Forces Community and the Armed Forces Act 2021 in particular. He gave oral and then written evidence to the Select Committee on the then Armed Forces Bill and is now Armed Forces Champion and Parliamentary Lead to the All-Party Armed Forces Covenant Parliamentary Group (APPG) working with MPs, Peers and CDP

Acting as Adviser to MPs and Peers on the Armed Forces Covenant and its implications prior and since it became enshrined in law as part of the Armed Forces Act 2021.

Gave oral evidence to the Select Committee on the Armed Forces Bill as to the implications and impact on Local Authorities and other Public Bodies once the Armed Forces Covenant and its Statutory Guidelines become law and such bodies have to show ‘due regard’ as concerns the provision of Education, Healthcare and Housing Services to the Armed Forces Community.

From 2016 - 2021, Canon Bruinvels was Armed Forces Champion to 11th Infantry Brigade SE and HQ SE based in Aldershot where he offered Military Liaison with 18 Task Force Commanders and 75 Armed Forces Champions and 112 Covenant Lead Officers across the SE from Oxfordshire to the Isle of Wight and from Kent to Hampshire - ensuring the relationship works as concerns Civilian-Military and Community Engagement.

As an MoD Approved Trainer, Canon Peter continues to train Armed Forces Champions, Elected Councillors, Covenant Lead Officers, Front Line and Contact Centre Staff across the SE and to date has trained over 5,250 people since 2021 in more than 165 sessions and with Forces Connect SE - PBA
over 7,000 people from 2019 - 21 from Inverness to Truro.

Canon Bruinvels has been SE Chairman of the MoD DRM Employers Recognition Gold Awards Association since its inception and was instrumental in assisting Surrey CC and Kent CC to achieve Gold Status in 2016 and 2018 respectively. Surrey CC had its Gold Award revalidated in 2021 and Kent CC in 2023. He continues to act as a Mentor and Adviser on Advocacy to both SERFCA and Local Authorities across the SE.

Peter Bruinvels Associates signed the Armed Forces Covenant in 2018 and became a MoD Employers Recognition Silver Award Holder in June 2023.

For many years, PBA have worked with SCC on all matters Military. Once we defined our objectives, we were able to build a long-term SCMPB plan that has helped them keep on track and achieve their goals. Working in Partnership, we saw Surrey CC being the first County Council to be awarded the Employers Recognition Gold Award in 2016.(One of only two County Councils revalidated in 2021).
GUILDFORD BC
A Step In the Right Direction!
Guildford BC approached us about a very intricate issue. They wished to host National Armed Forces Day. Once we analysed the situation, we were able to put a lobbying plan together and achieve amazing results with over 60,000+ attending three separate events on that day - Guildford Cathedral, Guildford High Street March-Past and an all-day Tri-Service Display in Stoke Park. WOKING BC
Professional Guidance
We have been working with Woking BC for a number years. Firstly helping them set up a Civil-Military Panel and then more recently a Veterans Hub and Drop-In Centre at Woking Fire Station. Together, we have created a number of successful projects including PBA training the majority of their staff on Armed Forces Awareness where we have worked in partnership with them. The culmination of that partnership was the recent signing of their new Armed Forces Covenant. We have helped Woking BC ’s influence grow as they went on to successfully receive the MoD Employers Recognition Gold Award.

Leading from the Front!
Working in Partnership with Forces Connect South East, we jointly developed and then provided bespoke Training Packages for both Elected Councillor Armed Forces Champions and their Covenant Lead Officers. We also provided Training Packages for Front-Line and Contact Centre Staff. Both packages - tailored to the relevant Regions and County's have been very well received with over 12,500 people being trained by us either online or in-person and from Inverness to Cornwall. The Training packages have been MoD approved and are being promoted through the Local Government Association ('LGA') and the videos are now BSL compatible.
In addition, Job Descriptions have been provided for both Elected Councillor Armed Forces Champions and Covenant Lead Officers. Both JDs have been considered exemplars by both the MoD Armed Forces Covenant Team and by the Brigades.
